Here is my take on the Zambian grain.  The Zambian government doesn&#039;t have the infrastructure to distribute food to its neediest communities, but the WFP does have a distribution method.  So the Zambian government buys up a bunch of grain from local farmers, which is good for the local farmers.  The Zambian government then donates the grain it just bough to a non-governmental organization, (WFP) that distributes the goods to the communities in Zambia that need it.  </description>
